Benazir Income Support Program Full Information 2020

What is BISP?

BISP stands for Benazir Income Support Program. It is a federal unconditional cash transfer program in Pakistan. Launched on 1st  July 2008, The basic purpose of the program is poverty reduction in Pakistan. This program is initiated by the Govt. of PPP (Pakistan peoples party). The program name is on the name of PPP Leader Muhtrma Benazir Butto.

History of Benazir Income Support Program!

After the death of PPP Leader Muhtrma Benazir Butto in December 2007. PPP Govt. initiate the poor public support program on the name of Muhtrma Benazir Butto. This program is established by Prime Minister of that time Yousaf Raza Galani. In its first year (2008) of the program (Benazir Income Support Program) Govt. cover about 3 million families by giving dignity support cash it is 10 % of the population below the poverty. In Year (2009-2010) Govt. of Pakistan expanded the program (Benazir Income Support Program) to 5 million families with low income.
This enhancement of the program is continued till today. Now Up 12 million families get benefits by various programs under the main program of (Benazir Income Support Program).

History of selection and registration process  for BISP:

The year 2008:

In the first year (2008) of the program the eligible families are selected on the base of recommendation list by the parliamentarians of all assemblies. In this process, each member of the assembly of the selected region receives 8000 forms for his or her constituency. He or she distribute the forms in eligible families on his or her recommendation list. The eligibility of these families is cross-checked by national database and registration authority. After verification the final list sent to the postal services and cash is delivered to by post to eligible families on their household.      

The year 2009 to 2018:

In (2009) the method of recommendation is close by the Government of Pakistan. Now Govt. chose a different way to select eligible families that is Poverty Scorecard that is created by a servery. After that the poverty scorecard is crosschecked by world bank by conducting one more server in which 13 questions asked from selected families about their assets and expenses. During this period Govt. use a different method of payment for cash delivery to eligible families like bio-metric payment receiving via different multinational branchless banking services like Easypaisa, Jazz Cash, etc.
In this method Govt. face some technical and corruption issues after that Govt. change the payment method to smart ATM cards. Now Govt. issue a smart ATM card to each eligible family individually but here also corruption issues. Due to these issues Govt. of Pakistan lunch internal monitoring system to trace the cash deliveries to the eligible families correctly. The real mean of this third party system is to reduce the corruption issues and political favoritism.
The year 2018 to onward:  
In 2018 Govt. of Pakistan stop the program of Benazir Income Support temporarily due to some corruption issues. According to a survey report of PTI Government, there are approximately about 2500 officers of grade 17-18 involve in taking benefit from the program illegally. It is the most wanted case of corruption of 100 billion rupees in the last 10 years. After that current chairperson, Dr.Sania Nistar announced that the Government of PTI going to stack off more than one million people from the program who are ineligible for the program. And we are registering new eligible families for the program. the registering mechanism is not so much clear yet.

PTI (Pakistan Tehrek insaf) Government firstly going to close the Benazir Income Support Program then they change the plan and continue the program but add some amendments to improve the performance of the program. They continue the Benazir Income Support Program with the addition of Ehsaas Program Pakistan.
